Guidelines for the application of Directive 2000/14/EC of the European Parliament and of the Council of 8 May 2000 on the approximation of the laws of the Member States relating to the noise emission in the environment by equipment for use outdoors Update July 2025. 

The members of the "Working Group on Outdoor Machinery" prepared in December 2001 a "Position paper on guidelines for the application of the European Parliament and Council Directive 2000/14/EC on the approximation of the laws of the member States relating to the noise emission in the environment by equipment for use outdoors" after receipt of the guide from a drafting subcommittee.

An editorial update of these Guidelines was proposed by the Commission in September 2016 and completed in March 2017, in order to take into consideration a number of changes in the legal framework, in standards and in other references during more than 15 years. No changes to the substantial contents of the Guidelines have been made. The update was carried out by the Commission services in charge of Directive 2000/14/EC - the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW) -, also with contributions of the members of the Noise Committee Working Group and other experts. After a written procedure and some other editorial changes and improvements, the update of these Guidelines has been endorsed by the Noise Committee Working Group in June 2017.

The edition of the Guidelines published in July 202, included the agreements reached in the Commission Expert Group on Outdoor Noise Emission at the meetings held on 11 July and 5 December 2024, and 27 March 2025.

The clarifications introduced in this edition concerned the following topics and provisions of the Directive indicated next:

- Power generator integrated in a more complex assembly, Article 2.
- Economic operator established within the Union, Article 4(2).
- One-hand handheld portable chain saws, Annex I, item 6.
- Material handling machines as excavators, Annex I, item 20.
- Mobile cranes, definition of self-powered, Annex I, item 38.
- Gantry cranes, Annex I, item 38.
- Swimming pool pumps, Annex I, item 56.
- Address of the person who keeps the technical documentation, Annex II.

[box-info]Commission Delegated Regulation (EU) 2024/1208, which started to apply on 22 May 2025, replaced Annex III to Directive 2000/14/EC with a new Annex III introducing updated noise measurement methods. ‘Old’ Annex III might still be applicable in exceptional circumstances. The text of the Annex III in this guide still corresponds to the ‘old’ Annex III that was applicable before 22 May 2025. Any clarification with regards to the ‘new’ Annex III would be published in a separate document on the Commission website dedicated to Directive 2000/14/EC.[/box-info]
